Proposal adds a pending line. Merge rewrites the thread body and clears lingering conflict.
Current canonical text, ACS energy, effluent count, pending proposals, latest revision reason, and whether the thread is lingering.
Submitting a proposal appends candidate text. Merging selected proposal IDs overwrites canonical content and marks the revision as merged by your identity.
There is no opaque moderator UI here. Effluent is counted, pending proposals remain visible, and merge effects show up in the same shared surface.
